Proposal Summary

The Transitional Housing Assistance project, administered by the Liberal Area Coalition for Families (LACF) in Seward County, Kansas, aims to provide $500 deposits to help over 30 Stepping Stone Shelter residents transition to permanent housing. Targeting 255 total residents (predominantly Hispanic), the program seeks to shorten shelter stays by 4-6 weeks, expand rental unit availability, and facilitate faster housing transitions. Starting December 1, 2024, the project will issue checks directly to landlords and utility companies, with the goal of helping families and individuals overcome deposit barriers and create a sustainable housing pathway.

Community Impact & Accomplishments To-Date

This program will be evaluated by 1) number of families served; 2) time spent in the shelter by grant recipients which can be compared to time spent in the shelter by residents the previous year 3) If new landlords were added into the pool of available rentals; 4) if the residents were able to stay successfully housed in the time period of the grant 5) if the shelters is able to increase the number of clients served because a shorter stay provided more openings for the homeless.

Why Do You Think This Project Is Necessary?

Transitional housing assistance is a vital bridge for individuals and families moving from homeless shelters to stable, permanent housing. It provides the support and resources needed, such as rental or utility assistance, to help residents regain stability and self-sufficiency. By easing this transition, the assistance helps break the cycle of homelessness and lays the foundation for lasting independence and well-being. Additionally, providing this assistance to residents will relieve pressure on the Stepping Stone Shelter. By creating a pathway out of the temporary shelter, space and resources are made available for others in urgent need, reducing overcrowding and waitlists. It also improves shelter operations by decreasing length of stay and enabling more effective service delivery, ultimately strengthening the entire system’s capacity to address homelessness.
